Recommended host for polish-russian culture site.

excuse me for writing in english, but I'm from Poland and my russian is rather poor.
I'm building site for polish culture/art/politics magazine written for russians (and in russian). Since I've heard that internal internet connection is sometimes cheaper than international one, I decided to host the site in Russia (am I right?).
I'd be very grateful if you could recommend me some best hosts for typo3 projects (with ImageMagick support, vacuos installation etc.), and if it's possible, with example prices or links. Of course I'll have to communicate with admins in english, I hope it won't be a problem?
