А как открыть файл не знаю (я недавно начал изучать typo3).

Ну так собственно сделайте то что оно просит - создайте пустой файл в директории typo3conf с именем ENABLE_INSTALL_TOOL. После этого вы сможете получить доступ в Install Tool.
