Немцы обещали попробовать этот тоже, хотя у них есть еще вариант плюгина: convert2utf8

На самом деле их беспокоит как будет потом работать почта и вот это, (лень переводить, надеюсь Вы читаете английский):

The database the website is using has only the standard charset of latin... (in the mySQL version you can't cange the charset).
I read that it is unimportant if the database is running under latin... or utf-8 because typo3 handles the data conversion. But the disadvantage of using a latin... coded database is that the database isn't readable/editable with e.g. phpMyAdmin because in the tablefields there will be only crypted text standing for the special characters.
So what do your typo3 people say about using a database set up with latin..... and what do they say to the following questions:
In the case the mySQL version is updated or the database is transfered to another server with a mySQL version allowing changing the charsets is it possible to use the latin...coded utf-8 table content in that new mySQl version and is it possible to convert the latin coded utf-8 data stored in the database to utf-8 so that it is readdable again with phpMyAdmin.
