Проблемы с PHP5 и windows-1251 в TYPO3

TYPO3 юзает PHP-шный XML парсер
Если кодировка utf-8 - все с русским языком хорошо.
Если windows-1251 - плохо совсем - кракозябры во всех флекс формах.

Возможно, это можно запатчить - но проще использовать PHP4.
