It depend of what are you going to do.
You can setup drupal site in one hour with everything. It comes ready-out-of-the-box.
TYPO3 site you can setup in one hour too. BUT you have to know how to do it. It comes I would say do-it-yourself. It takes time to learn the system. But once you got it you can do whatever you want.
Again sometimes bicycle is better then car.
