The difference between tar and zip is that tar uses sym links but zip. So for win only zip is appropriated.
If use tar then you need source and site (dummy)
tar structure:
source - engin only
dummy - site
from site you need to create link typo3_src to source
in this way you can have one engin and many sites.

zip:
engin and site are all togeather w/o sym links

TYPO3 runs on win very well so for trying you can use it.

Additionally you need ImageMagick or even better for v3.8 GraphicsMagick
